What this post answers
Four questions, in the order they come up in a first meeting:
- What does Meta actually require before a business in Iraq can automate WhatsApp?
- How long does it really take?

- Why do cheap “WhatsApp API” offers end with a banned number?
WhatsApp Business app is not WhatsApp Business API
Most shops in Erbil and Baghdad already use the free WhatsApp Business app on a phone. That is a different product from the WhatsApp Business Platform, which is what an automated reply system connects to. Confusing the two is the most common misunderstanding we meet.

The free app cannot do what a reply system does, and there is no upgrade button inside it.
What Meta actually requires in Iraq
Business verification is the gate. Meta verifies the business, not the person. A civil ID card or a passport on its own does not pass, and no agency can make it pass.

A note on documents in the Kurdistan Region. KRG registration paperwork differs from federal Baghdad registration, and Meta’s reviewer is reading a translated scan either way. We have seen both accepted, and we have seen a first attempt rejected over a name mismatch that took ten seconds to correct. Meta publishes no rejection breakdown by country, so treat that as our observation, not a statistic.
If your number already carries WhatsApp, moving it to the Platform deletes that account, and the chat history on the phone does not travel with it. We usually suggest keeping the existing number on the phone for walk-in customers and registering a second number as the automated line.

The realistic timeline
Meta publishes no guaranteed review time, so nobody can promise you one. These are the ranges we plan around: estimates, not commitments.

The line that matters is the last one. The build runs while the paperwork is in review, so you are not paying for three weeks of nothing.
Which messages are free, and which are billed
This is where most quotes in this market go vague.
When a customer messages you first, a service window opens. Inside it you reply as much as the conversation needs and Meta charges nothing. Once it closes you cannot send free text. You must send a template Meta approved in advance, and templates are billed per message by category.

Two consequences. A reply layer that answers incoming customer messages carries no Meta per-message fee, because every conversation it handles was started by the customer. Sending promotions to a list is a different activity, with a real per-message cost, and it should be budgeted separately.
We are deliberately not printing a per-message rate here. Meta publishes its own rate card by country and category and revises it, so any figure in a blog post ages badly. Check Meta’s current rate for Iraq on the day you set the budget. Meta bills it to you directly, outside anything we charge, and we do not mark it up.
Why we will not use Baileys, whatsapp-web.js, Evolution API, WAHA or Ultramsg
You will be quoted a much lower price by someone who skips everything above. No documents, no verification, running the same afternoon. Those tools work by driving a logged-in WhatsApp Web session, or by reimplementing the protocol outside Meta’s official route.
Here is what that quote leaves out. WhatsApp’s terms prohibit automated and bulk sending through unofficial clients. Enforcement is largely automated, there is no person to argue with, and the penalty lands on the phone number. The suspensions we have watched arrived weeks in, once volume rose, which is the point at which the system has started to be worth something to you. WhatsApp publishes no enforcement figures, so read that as a pattern we have seen, not a measured rate.
Consider what that number is. It is on your sign, your delivery car, your Instagram bio, your cards, your invoices, your Google listing, and in the saved contacts of every customer you have served. It is the one asset in this project that cannot be rebuilt in a week. The gap between an honest quote and a cheap one looks small next to the job of putting a new number on all of that.

There is a second problem underneath the ban risk. Those setups run on a session that drops, needs rescanning, and fails quietly at two in the morning.
So we usually start somewhere else
Instagram DM and Messenger carry no Meta per-message fee and no business registration requirement to begin. In Iraq that is also where the audience sits. DataReportal’s Digital 2026 Iraq report, data snapshot October 2025, puts Instagram potential ad reach in Iraq at 21.5 million people, 45.4 percent of the population and up 15.0 percent year on year, with Facebook at 20.8 million and Messenger at 14.9 million.
The sequence we recommend: build the reply layer on Instagram and Messenger first, get it answering in Iraqi Arabic and Kurdish Sorani, watch two or three weeks of real questions, and start the WhatsApp paperwork in parallel. When verification comes through, the same system extends to WhatsApp. The language work, the price list, the booking logic and the lead scoring are channel independent, so nothing is rebuilt. That is why Instagram DM is usually the starting point.
If your business holds no formal registration document at all, this is not a stalling tactic. It is the only honest answer available: Instagram and Messenger are the channels you can actually have today.
Short answers to the questions we are asked most
Can I use my personal ID instead of a business registration? No. Meta verifies businesses, not individuals, and no agency has a route around it.
Can you make the review go faster? No. Anyone who claims otherwise is either guessing or quietly selling you an unofficial gateway.
Will my customers know it is a bot? Yes. Every conversation opens by disclosing that the customer is speaking with an AI, and that a person is available. That disclosure is mandatory and we do not remove it, whoever asks.
What happens if verification is rejected? We correct the mismatch and resubmit. In our experience the cause is usually a name or address that does not match the document.
Do I pay for the time spent waiting on Meta? No. The build happens on Instagram and Messenger while the paperwork is in review.
What it costs
Every price is published. We have not found another provider in Iraq who publishes one, and that is our own check of the market rather than a survey.
